As per the vision of the Honorable Prime Minister of India to bring efficiency, transparency, inclusiveness and ease of doing business, Government e Marketplace – (GeM), the National Public Procurement Portal, was launched on 9th Aug, 2016 to provide end to end solution for all procurement needs of Government Departments, Autonomous Bodies and Public Sector Enterprises for products and services.
As per Rule Number 149 of General Financial Rules, 2017, it is mandatory for all central government buyers to make procurement through GeM. Government has also issued instructions to CPSEs also to make procurement through GeM. GeM is also having MOUs with State Governments for making procurement through GeM. Thus, GeM is offering a huge market for the sellers to sell their products and services across the country. Since inception, GeM has achieved new feats while furthering its core values.

- Seller belonging to Northeast states and J & K are exempted from ITR at the time of bid participation.
Initial Checklist
- Company name, registered address with PIN.
- Email ID (To get OTPs).
- Mobile number (To get OTPs).
- Authorised signatory’s Aadhaar linked mobile number (To get Aadhaar OTP).
- Authorised signatory’s PAN and Aadhaar copy.
- Company’s PAN.
- Company’s GST registration certificate.
- Company’s cancelled cheque copy.
- Company’s Latest 3 ITR forms.
- Company’s Udyam Registration Certificate.
- Company’s Startup India Registration certificate – Optional.
Checklist to upload product Catalog
- Product details with detailed specification.
- Product catalog.
- Fulfilled purchase order/s from public sector enterprises (Not more than 3 years old).
- Product photos (Front, back and close up, 3 unique photos as per GeM photo guideline).
- OEM Authorisation letter / Key / code.
- MRP and offered price (All inclusive).
Checklist to upload service Catalog
- Service list / details with commercials.
- Fulfilled purchase order/s from public sector enterprises (Not more than 3 years old).
- PF registration certificate.
- ESI registration certificate.
- PT registration certificate.
- Shop and Establishment registration certificate.
- Incorporation certificate.
- PAN copy.
- GST registration certificate.
- Udyam Registration certificate.
- LIN declaration.
Bid Checklist
- Self-attested PAN copy.
- Self-attested GST Registration Certificate copy.
- Self-attested Udyam Registration Certificate copy.
- Self-attested latest 3 years ITR acknowledgement copies.
- Latest 3 years turnover certificate duly signed by Chartered Accountant with UDIN.
- Self-attested quality certificate copies like, ISO, CMMI, etc.
- Self-attested start up India Registration Certificate copy.
- OEM Authorisation letter.
- OEM turnover certificate.
- All and any other documents as per the bid and as per the ministry as the case may be.
Key Take aways
- In case, if you are targeting client’s / customer from public sector enterprise, then it will make business sense to get it registered on GeM.
- As soon as your profile is up (100%), please do process the payment of caution money as per GeM policy.
- Please do participate in custom / BOQ bid/s.
- Upload product / service catalog/s.
- Please upload your unbranded product, incase, if it makes business sense to you.
- Please use bid number to expedite the product / service catalog/s upload process.
- You can please pair the product catalog/s.
- Vendor Assessment is inevitable (Except as exempted by GeM policy) for all the OEMs to get OEM panel.
- Upon successful completion of Vendor Assessment, please do apply for OEM panel.
- Please do refer to the GEM policy for vendor assessment exemption.
- As per your own requirement, please try and do participate in bids which are not asking for EMDs, so that you can save the EMD cash outflows.
- If you are a service provider and or manufacturer (Traders, please excuse us), you can please claim EMD exemption based on NSIC registration.
- Create your own brand by using Trademark registration certificate.
- Please be informed that, there will be GeM flatform fees as soon you cross the basic exemption limit, i.e., Annual Milestone Charges, service charges, etc. as applicable from time to time.
- Please do have a lot of patience with the GeM URL.
- Change is the unchanging factor at GeM URL, please do keep updating yourself on regular basis.
